Holds a postgraduate degree from Beijing Foreign Studies University,and studied at the Graduate Institute of International and Development Studies, Geneva. He served as, Vice Foreign Minister, Ambassador of the Permanent Mission of the People's Republic of China to the United Nations Office at Geneva and other international organizations in Switzerland, and Vice Minister of the Overseas Chinese Affairs Office of the State Council. Having held important diplomatic posts in the long term, he has rich experience in international affairs, especially in international organization operation, has a wide range of contacts with international organizations and individuals, and has broad social network.Since 2017, he has served as the Secretary-General of the IMTA.

研究生毕业于北京外国语学院 , 曾在日内瓦国际关系学院学习。曾任外交部副部长、中国常驻联合国日内瓦办事处和瑞士其他国际组织代表大使、国务院侨务办公室副主任。长期在外交系统的重要岗位任职 , 对于国际事务特别是国际组织运行有丰富的经验 , 与国际机构组织和个人有着广泛的交往和人脉资源。自2017年起担任国际山地旅游联盟秘书长。
