Pilot work on the application of electronic licenses in cultural and tourism markets across the country was launched

In order to implement the requirements of The State Council on accelerating the expansion of the application field of electronic certificates and national mutual recognition, the General Office of the Ministry of Culture and Tourism recently issued the Notice on carrying out the Pilot work of the application of electronic certificates in the National Cultural and Tourism Market, and issued the Overall Implementation Plan for the Pilot work of the application of electronic certificates in the National Cultural and Tourism Market (hereinafter referred to as the Plan). It was decided to launch a six-month pilot program for the application of electronic licenses in Jiangsu, Fujian, Shandong, Sichuan and Ningxia provinces (autonomous regions) from September this year.

The pilot work aims to focus on improving the level of government services and market management efficiency in the cultural and tourism market, steadily promote the application of electronic certificates in the field of government services and social security applications in the cultural and tourism market, build and improve the management system of electronic certificates, innovate the integration of online and offline applications, and establish a long-term mechanism for the work of electronic certificates. Form a characteristic system innovation results.

The pilot work is centered on the application practice of electronic certificates, with the purpose of supporting more convenient application services in the cultural and tourism industries, and promoting the implementation of three main tasks. First, we will promote the application of electronic licenses. The pilot areas rely on the national cultural and tourism market electronic license management system to establish diversified service channels and take multiple measures to increase the application rate of electronic licenses. The second is to strengthen the correction of electronic certificates. The pilot areas have established and improved the mechanism for handling objections to electronic certificates in their own regions, strengthened business coordination with electronic certificate management departments at all levels, and improved the quality of certificate data. The third is to expand the application scenarios of electronic licenses. Promote the application of electronic certificates in the government, government enterprises, enterprises and individuals, and realize the online and offline integration of electronic certificates in at least 2 business scenarios around government services, industry supervision, cultural experience, tourism and other scenes.

In order to ensure the smooth implementation of the pilot work, we will strengthen the guarantee from four aspects. First, we must strengthen application evaluation. Pay attention to the application management of electronic licenses, solve the difficult problems in the application pilot in a timely manner, and strengthen the application evaluation in the application of electronic licenses, objection data processing, associated service application, and application scenario innovation. Second, we need to strengthen safety management. Strictly implement the responsibility of security management, strengthen the security protection of information systems and data interfaces and the operation monitoring of electronic license services, and improve the capacity of external service and security management. Third, we need to improve supporting measures. Retain the traditional physical license service mode, electronic license shall not be used as the only certificate in the application scenario, and effectively ensure the normal use of the relevant licenses of the cultural and tourism market operators online and offline. Fourth, we must strengthen publicity and promotion. Enhance the awareness of enterprises and the masses on the use of electronic licenses and convenience advantages in multiple forms and channels, respond to social concerns in a timely manner, and create a good pilot work atmosphere.
