At present, we need to further strengthen innovation in products, models, forms of business and technology, promote the upgrading of tourism forms, accelerate the full recovery of the tourism industry, and provide important support for high-quality development of the tourism industry.
First, strengthen product innovation, improve the tourism reception supply capacity
First, continue to promote the establishment of high-level A-level tourist attractions (resorts), focus on the top products, and create A number of high-quality scenic spots with strong market competitiveness and brand awareness. Guided by the establishment of high-level A-level tourist attractions (resorts), we will focus on weaknesses, consolidate supporting facilities and service level, and enhance destination tourism brand. Second, strengthen the hotel accommodation industry. The layout of high-end hotels in large cities, improve the added value and quality of hotels, promote the application of intelligent technology in hotels, in order to meet the needs of high-end consumer groups. Introduce chain hotels with advanced management mode, accelerate market penetration of mid-end chain hotels, and strengthen scale and platform operation. We will improve the reception capacity of rural tourism, selectively distribute high-quality B&Bs in niche tourist destinations and around cities, and promote the standardization of B&Bs operation and personalized services. Third, increase travel agency product innovation and service upgrade. We will foster and expand travel agencies in tourist destinations, and promote the development of innovative products such as private group Tours, small package Tours and customized Tours in flexible forms such as "destination group Tours" and "landing free Tours". In the product structure design, the proportion of peripheral and short - and medium-distance products should be increased appropriately.
Second, strengthen model innovation and promote the upgrade of tourism consumption

The innovative technology of light and shadow is used to design and plan immersive experience scenes, enrich the night sightseeing content of the scenic spot, and improve the operation ability of business theme and consumption scene. Launch high quality music fountain, campfire party, live performance, characteristic homestay, RV experience, tent camping, cultural market and other night tour products. Second, we will deepen the integration of culture and tourism. Relying on natural resources endowment and cultural resources characteristics, we will create a unique local model of integrated cultural and tourism development. Focusing on the protection, inheritance, development and utilization of intangible cultural heritage, it organically combines traditional culture with modern elements, highlights the reconstruction of cultural scene and reshaping of consumption space, and creates a batch of cultural tourism experience products with unique local characteristics and market potential. Third, we will attract investment in the industrial chain. Promote the "chain length system" management mechanism, the implementation of project chain, leading enterprise chain, product format chain extension, digital strong chain, talent chain, financial chain, brand plastic chain. With key projects as the starting point, identify the industry head enterprises, listed companies, the best quality resources grafted to strong enterprises. We will accurately identify and remedy the weak links in the industrial chain, focus on the manufacturing of tourism equipment, supporting reception services, and tourism commodities, and build tourism industry clusters.
Third, strengthen the innovation of business forms, expand the tourism industry chain and value chain
First, uphold the concept of innovative development. Adhere to the innovative thinking of business forms, take the pulse of The Times, meet the needs of tourists, create a good consumption environment and market atmosphere, and promote the innovative development of tourism forms and products. We will create a new form of tourism that is small, niche, high-end and high-quality, with content as king and strong experience, and highlight the quality, health, theme, depth, customization, wisdom and trend of tourism supply. Second, increase the development of new forms of tourism. Focusing on the demand trend of tourism market, such as health care, leisure vacation, cultural experience, etc., focusing on family, parent-child, outdoor, health care and other customer segments, strengthen product design and experience upgrading in vertical fields. Launch a number of small scale development, for specific professional tourism groups of quality projects, excavating a number of "niche secret location". Actively develop sports tourism, carry out low-altitude flying, skydiving, bungee jumping, sinkhole swing, rock climbing, river tracking, cave exploration, skiing, kayaking and other outdoor sports, to meet the needs of personalized and in-depth experience under the upgrading of tourism consumption. Third, increase content production and scene reconstruction. Breaking time and space restrictions, constantly upgrading cultural tourism consumption experience, and further expanding cultural tourism consumption scenes. With the ability of various scientific and technological means, we will enrich the tour content, create orderly tourism space and consumption scenes, and effectively promote the upgrading of tourism formats by creating new Spaces, new models and new experiences.
Fourth, strengthen science and technology enabling, improve the modernization of tourism service system

It focuses on the integrated operation capability within and between the segmented tourism markets, and uses digitalization to improve its capabilities in customer insight, demand prediction, centralized procurement, product design, precision marketing, etc., so as to give full play to the flexible, efficient and low-cost advantages of smart tourism. Second, increase the construction and promotion of digital tourism platforms. Improve the coverage and utilization rate of the tourism service platform, and effectively connect the product supply side with the consumer demand side. Through digital applications and services, the platform effect can be realized, and the functions of big data integration, analysis, precipitation and accumulation can be played to help the scenic spot make management decisions. Update and release the dynamic information of scenic spots in time, provide humanized and professional online services, and realize the closed loop of online drainage to offline, offline feedback to online. Strengthen the new media marketing, enhance the interaction with tourists, and realize the value of tourism products and services. Third, improve the level of intelligent tourism management. Establish and improve the standard system of tourism informatization, improve the tourism early warning mechanism based on the collection and analysis of tourists' big data, and enhance the scientific level of tourism management. We will strengthen big data governance and smart supervision of tourism, improve the comprehensive coordination mechanism for handling public opinions and complaints related to tourism, and promote accurate research and evaluation, scientific decision-making and efficient and user-friendly services in tourism management.
