3月29日,国际山地旅游联盟秘书长何亚非接受中国日报专访,就3月26日召开的20国集团(G20)领导人应对新冠疫情特别峰会发表了看法。何亚非秘书长表示,在新冠疫情全球大流行的背景下,此次G20“云会议”的召开是非常及时且必要的。面对这场全球公共卫生危机,以及由其引发的全球经济衰退及金融危机,世界各国应该团结起来,全面加强国际合作。目前中国正在为全球抗疫做出贡献,展现了其大国的责任与担当。希望世界其他大国能与中国一道,为抗击疫情献出自己的一份力。

很高兴看到G20峰会为迅速应对新型冠状病毒在全球的蔓延而重启,这是非常及时且必要的。习近平主席在会上发表重要讲话,呼吁全球齐心协力、团结协作,共同应对新型冠状病毒的全球危机,我认为这极为重要。
我不想引起大家的恐慌,但这次新冠肺炎疫情的确是一场全球公共卫生危机,甚至可以说给全人类的生存造成了严重威胁,目前我们还没有看到这场疫情的拐点。新型冠状病毒在全球的蔓延,不仅是在欧洲,现在已蔓延到非洲,目前全球180多个国家都发现了确诊病例。截至今天全球确诊病例可能已经超过50万,死亡病例已逾2万例,这个数字还在不断上升。所以,各国在采取必要措施抗击疫情的同时,要团结一致、共同应对,这一点至关重要。
首先,国际社会现在最需要的是坚定信心。现在人们最希望看到的是世界主要大国及国际社会确实参与到抗击疫情中。到目前为止,虽然每个国家都在抗击疫情,但都是分散作业,各自为战。其中一些国家采取的措施较为松散,而其它一些国家的措施则具有限制性。国际社会没有采取协同一致的应对措施,这表明我们并未真正团结在一起。正如人们常说的,“团结则存,分裂则亡”。在此次G20峰会中,习近平主席提出了四项关于应对新型冠状病毒的积极倡议,其中“坚定信心、齐心协力、团结应对,携手赢得这场人类同重大传染性疾病的斗争”的呼吁可以说是至关重要的。
其次,各国应全面加强国际合作,凝聚起战胜疫情的强大合力。习近平主席呼吁G20成员国、主要经济体,国际组织及区域性组织就宏观政策等进行磋商。我们需要携手起来,就各方已采取的措施和下一步计划进行坦诚交流。比方说,这次G20特别峰会同意启动5万亿美元的经济救助计划来应对疫情,与2009年伦敦G20峰会上启动的救助计划(向国际货币基金组织IMF提供1.1万亿美元以帮扶贫穷国家)相比增加了5万亿美元,当然,我们可能需要的更多,而这恰恰表明全球性危机处理需要全球化解决方案。新型冠状病毒(COVID-19)正像野火一般蔓延到世界各地,这一次我们不仅面临着一场公共卫生危机,随之而来的将会是股市崩溃、全球经济衰退以及可能比2008年还要严重的金融危机。我们动动手指数一数,未来将会有三场危机向我们袭来,就像三头巨大的犀牛成群结队向我们袭来,形势异常凶险。如若我们不能就宏观政策、金融、公共卫生、经济等方面进行恰当协商,每个国家都很难在这次危机中独善其身。我们不可能独自抗击疫情,仅谋求本国人民的利益。当然,我们应当尽一切努力来保护本国人民的生命财产安全,但各国战“疫”的成败更依赖于有效的国际合作。
以上所述的两个方面都是至关重要的。同时,习近平主席也阐述了中国为全球抗击疫情所做出的持续努力——为陷入困境、疫情严重、公共卫生体系较弱、无法独自抗击疫情的国家提供相应的医疗援助。中国已启动4个援助项目,共涉及89个国家,4个国际组织。据悉,第5个援助项目也在筹划进行中。中国将在力所能及的范围内继续为全球抗疫做出贡献。
在这个紧要关头,全球公域的维护至关重要。中国肩负着与其大国地位相称的责任,展现了大国的责任与担当,希望世界其他大国也能够承担起相应的责任。

I am very happy G20 reactivated itself to respond immediately to the wide spread of the coronavirus globally, I think it’s very timely and quite necessary. I read President Xi’s remarks, I think it’s extremely important, especially the call for solidarity and unity in face of such a pressing global crisis of coronavirus.
It is terrifying, I am not trying to alarm all of you, but it is certainly a global public health crisis and even we can say that it is an existential threat to humankind, because for now we do not see an end, a possible end over a flexion point in the wide spread virus globally, not only in Europe and it’s now in Africa and everywhere over 180 countries have found confirmed cases. I don’t know how many cases, but today probably over half a million confirmed cases and 20,000 deaths already and the numbers are rising. So solidarity and unity in taking necessary actions to combat the spread of virus is essential.
Firstly, we need confidence. Globally, international communities, people want to have some confidence that major powers, global communities are really in on it, we are together. So far, we have seen reactions by each and every country in combating virus, it is very much fragmented. Some take one kind of measure which is more leisurely while the other may be restrictive. There are no coordinated concerted actions to show that we are in this together, we have to do it. As people used to say “Unity we stand, divided we fall”, I think this time President Xi’s remarks on one of his four proposals is call for confidence building and solidarity in dealing with crisis which is extremely important.
Secondly, his call for consultation of macro policies among G20 members or major economies, and by extension international organizations, regional organizations etc.So we need to pull our hands together and let’s put on a table what we have done and what we are going to do. You see, one example is that $5 trillion rescue plan has been mobilized at G20 Summit this time, comparing to what we had in G20 London Summit in 2009, we mobilized $1.1 trillion for IMF to use as fund rescue distressed nations. But this time we have raised to $5 trillion, it’s rising. I think we may need more. But it certainly shows global crisis needs global solutions. This time around, as far as I can see, not only we are facing a global public health crisis, coronavirus (COVID-19) spreading like wildfire all over the world, but also the ensuing collapse of stock market, global economic recession and a financial crisis which is larger than 2008 . So if you count your fingers, at least you have three crises coming together, like three great rhinos coming together in a herd, that is very dangerous. So without a proper consultation on macro policies, financial, public health, economic, we should not go back into a corner individually, trying to deal with crisis and call only for the interests of your own people. Certainly, we need to do whatever it’ll take to protect the lives and interests of your own people, but the success or failure of that effort will very much be depended on global coordinated concerted efforts.
From my take on President Xi’s remarks, these two are extremely important and of course President Xi also outlined China’s ongoing efforts to provide global commons, medical and assistance to those countries who are distressed, who are weak, rarely speaking in public health system, who are unable to cope with the coronavirus on its own. China has been mobilizing 4 groups of assistance programs, covering 89 countries, 4 international organizations. I am told that the fifth program has been put together, China will continue to do so, and of course within the capability of its own, within what is being capable by China.
The provision of a global commons at this particular and critical time is extreme important, China is shouldering a responsibility commensurate to its global status , and other countries especially the United States should do the same thing.
